You will not be able to use the lower oven during a self clean cycle of the upper oven. The control will lock out the lower oven. If after the self clean cycle, and cool down period the oven will not come on, there is numerous things that could be problem.

GE Range model JGB918SELSS-has gas cooktop and oven with electric 2nd oven. When gas oven is run through self-clean cycle, lower electric oven does not work. Lower oven was working prior to self-cleaning.
